I believe you are correct. My son plays league fall ball as well as tournament (Nations) ball. Pony says you can pitch 4 innigs and then rest 40hrs. I let my kids pitch 2 innings up to a 30 pitch count. Mainly cause we have a lot of pitchers, but they also pitch on the weekends where you go 27 outs max.
